Program
The
Health Department administers the Skagit County biosolids program under
the direction of Department of Ecology and WAC 173-308. See the Department of Ecology biosolids
home page for more information on the biosolids program (www.ecy.wa.gov/programs/swfa/biosolids).
The Health Department conducts plan reviews and responds to public comments
on proposed biosolids utilization sites within the County. Our recommendations are forwarded
to the Department of Ecology. The
Department of Ecology issues the biosolids permits and enforces violations
of the regulations. When a utilization site is permitted,
the Health Department conducts compliance inspections and monitoring of
the utilization sites, reviews the utilization annual reports, and follows
up on complaints as necessary.
