COMMISSIONERS PUT TEETH IN ORDINANCE REGARDING BARKING DOGS
SKAGIT COUNTY The Skagit County Board of Commissioners voted unanimously today to strengthen an existing ordinance allowing sheriffs deputies to effectively resolve disturbances and complaints regarding barking dogs and other noisy animals.
The intent of the ordinance according to Commissioner Don Munks was to allow the Skagit County Sheriffs Department to resolve dog barking issues after several complaints. The new ordinance amendments allows for a warning before a fine is issued. After the initial warning, the first violation will be a Class 2 civil infraction with a monetary penalty of $125. The second violation within a one year period carries a $250 penalty. A third or subsequent violation by a person within one year will be a criminal misdemeanor punishable with a fine up to $1,000, ninety days in jail or both.
The purpose of this action is to minimize the exposure of citizens to the harmful nuisance of excessive noise, and prevent cruelty to animals, said Munks.
Munks also commented that the amended ordinance will also include information should be made available to dog owners of training opportunities available to address pet behavior that creates a public nuisance.
