PUBLIC HEARING SCHEDULED FOR DRAFT PROPOSED ORDINANCE REGARDING LOT CERTIFICATION AND LOT AGGREGATION ISSUES

SKAGIT COUNTY - A draft proposed ordinance regarding lot certification, development of substandard lots of record, and lot aggregation issues is available for public review and comment. The documents are available at the Skagit County Planning and Permit Center or online at www.skagitcounty.net

Summary of proposed new regulations and amendments:
· Codifies Lot Certification as an administrative review process required for development permits. The Lot Certification will determine 1) was the lot created legally and is therefore eligible for conveyance, and 2) is the lot eligible to apply for development permits (either meets the minimum lot size of the zoning district or meets the requirements of the proposed SCC 14.16.850(4)). All Lot Certifications will now be recorded.
· Eliminates the historic requirement of aggregation of contiguous, substandard lots based on common ownership.
· Implements new criteria for developing on lots of record (meet the minimum lot size for the zone or, if substandard, meet one or more of the exemptions listed in the proposed SCC14.16.850 (4)).

The Skagit County Board of Commissioners will hold a public hearing on March 8, 2004, at 7:00 P.M. in Hearing Room C to receive public testimony on the proposed draft ordinance. Written comments will also be taken on the proposal until 4:30 p.m. March 12, 2004.
