AN INTERIM ORDINANCE RELATING
TO LOT CERTIFICATION AND DEVELOPMENT ON SUBSTANDARD SIZE LOTS, ADOPTING NEW
SKAGIT COUNTY CODE SECTION 14.06.045, AMENDING VARIOUS PROVISIONS OF SKAGIT
COUNTY CODE SECTION 14.06.040, 14.06.090, 14.16.850, 14.18.000 AND 14.18.700,
AND REPEALING INTERIM ORDINANCE O20030032 REGARDING LOT AGGREGATION UPON THE
EFFECTIVE DATE OF THIS ORDINANCE
Notice is hereby given that on March 22, 2004, the Skagit County Board of Commissioners
adopted Interim Ordinance No. O20040006 which addresses lot certification, development
on substandard sized lots of record, and historic aggregation policies. The
effective date of these new provisions will be after an order of compliance
is entered by the Western Washington Growth Management Hearings Board (Hearings
Board) in Case No. 00-2-0046c. A compliance hearing is scheduled for May 4,
2004. The Hearings Board decision is expected shortly thereafter. Until then,
the existing provisions of Interim Ordinance No. O20030032, which requires aggregation
(combination) of contiguous, substandard lots have been extended and will remain
in effect.
This interim Ordinance (O20040006) was adopted in response to a finding of non-compliance
by the Hearings Board in Case No. 00-2-0046c, regarding development on substandard
sized lots. The Ordinance was adopted for a period of six months from March
22, 2004, unless it is readopted, amended, or repealed prior to that time.
