BOARD SETS HEARING FOR BAYVIEW RIDGE SUBAREA PLAN PROPOSAL
SKAGIT COUNTY -The Board
of Skagit County Commissioners will hold a public hearing at 7:00 p.m. Wednesday
July 27, 2005 at 1800 Continental Place, Mount Vernon, on the Bayview Ridge
Subarea Plan proposal. Written comments and/or public testimony are encouraged.
The Board is considering a proposal to create a small urban area called a non-municipal
Urban Growth Area at Bayview Ridge to accommodate about 2,000 of the future
residents forecast to live in Skagit County.
The Bayview Ridge Subarea is an approximately 4,000 acre area that includes
a 3,600 acre "non-municipal urban growth area," located in the Skagit
Valley approximately one mile west of the City of Burlington on the "ridge."
The area includes the Skagit Regional Airport and a mix of existing urban levels
of commercial, industrial and residential properties plus rural residences and
some farms. The remaining undeveloped properties are generally large, providing
an opportunity for multiple uses and master site planning. The plan anticipates
that by 2015 as many as 3,631 residents may live in the subarea.
A Citizens Advisory Committee worked with the County to prepare the plan, which
was then forwarded to the Planning Commission.
The Planning Commission focused on major issues including airport compatibility
and appropriate scale of land use in various safety zones; and Infrastructure,
especially storm water management sufficient to protect downstream farms, water,
sewer, parks, transportation, schools, and emergency services.
