Skagit County Commissioners adopt ordinance expanding Town Hamilton’s Urban Growth Area

SKAGIT COUNTY -On August 12, 2008, the Skagit County Board of Commissioners adopted Ordinance No. O20080010, adopting the Town of Hamilton Comprehensive Subarea Plan and approving an expansion of the Town of Hamilton’s Urban Growth Area.

Specifically, the ordinance:

1. Adopts the Town of Hamilton 2007 Comprehensive Subarea Plan (as amended in June, 2008).

2. Adopts amendments to the Skagit County Comprehensive Plan and Zoning Map to expand the Town of Hamilton Urban Growth Area (UGA) boundary by 107 acres, and to designate an area outside of the UGA as Hamilton Urban Reserve (H-UR).

3. Adopts new text and a new policy, 3C-1.6, in the Skagit County Comprehensive Plan, Chapter 3, the Rural Element, creating a Hamilton Urban Reserve designation.

4. Rezones the 59-acre Janicki Industries property within the UGA to Hamilton Industrial (H-I).

5. Rezones approximately 48 acres within the UGA north of State Route 20 to Hamilton Residential (H-R).

6. Adopts three new zoning districts in Skagit County Code, Title IV, Zoning:

- 14.16.175, Hamilton Industrial (H-I);

- 14.16.380 Hamilton Residential (H-R); and

- 14.16.385 Hamilton Urban Reserve (H-UR).

7. Adopts related revisions to Skagit County Code sections 14.16.830, Landscaping requirements; 14:18.300, Conservation and Reserve Developments (CaRDs); 14.18.310, General approval provisions – CaRD; and 14.18.330, Approval provisions – CaRDs with 5 or more lots (long CaRDs).
