Tuesday, November 18, 2003 NATIONAL WEATHER SERVICE ISSUES FLOOD WARNINGS FOR SKAGIT RIVER The National Weather Service issued a flood warning for the Skagit River downstream to Sedro-Woolley at 11:15 a.m. today. At 12:30 p.m. today the gauge at Concrete measured 24 feet, six inches, with a predicted crest of 28.8 feet at 4:00 a.m. tomorrow morning. Flood stage is 28 feet. Some creeks in East Skagit County are experiencing flooding, including Red Cabin, Jones, Muddy and Anderson Creek. The Cascade River Road has been closed.
