SKAGIT COUNTY PUBLIC WORKS DEPARTMENT
REQUESTS FOR QUALIFICATIONS

Naval Architecture & Marine Engineering Services for the Skagit County Guemes Ferry Replacement Project #ESMVGUEMES

Cover letter shall include the following information:  Firm name, phone number, and email address; Name of Principal-in-Charge, Project Manager, and Key Personnel.  The submittal package shall be limited to one page cover letter and a maximum of six (6) pages of qualifications (single-sided, letter size), stating qualifications.

Submittals will be evaluated and ranked based on the following criteria:
1) Key personnel; 2) Firms experience with WSDOT PS&E and Federal Highway Administration Standards and requirements; 3) Experience as a Naval Architect on new vehicle and passenger vessel build projects of the same or, preferably, greater magnitude and complexity as the existing vessel;  4) Experience with alternative forms of propulsion including diesel electric, hybrid, hydrogen fuel cells, etc.; 5) Approach to project; 6) Ability to meet schedules; 7) Familiarity with relevant codes and standards; 8) Past performance and references; 9) Experience with vessel design regulations and permitting; and 10) Firm’s availability of an established staffed regional office. Selection will be made on qualifications submitted. Highest ranking firms will be interviewed.
