Guemes Island Electric Ferry Project #ESMVGUE-1
All bid envelopes must be plainly marked on the outside, “Sealed Bid, Guemes Island Electric Ferry Project #ESMVGUE-1”
Sealed bids will be received at the following location by one of the following delivery methods no later than Monday, December 4, 2023 1:00pm. No late bid will be considered.

The bid opening date for this project will be Monday, December 4, 2023. The bids will be opened and read after 1:00 p.m. on this date.
CONDITION OF AWARD:
The bid will be awarded to the lowest responsive and responsible bidder pursuant to RCW 36.77.040, RCW 39.04.350, and RCW 36.34.234, applying the best value criteria established per RCW 36.32.234(3). All responsible and responsive bids will be further evaluated. Four (4) evaluation categories will be used to in applying the best value criteria to identify the proposal best suited to the County’s needs. These four (4) categories, listed in order of importance, are:
- Approach, Capabilities, and Risk
- Cost
- Schedule
- Past Performance and Quality of References

FAILURE
TO SIGN OR COMPLETE ALL INFORMATION ON THE FORMS PROVIDED CAN RESULT IN REJECTION
OF THE PROPOSAL AS NON-RESPONSIVE. ENTIRE BID PROPOSAL TO BE RETURNED AS YOUR
BID PACKAGE
