Call to Bid for Barrel Springs and Dry Creek Restoration
NOTICE IS HEREBY GIVEN by SKAGIT COUNTY that sealed bids will be received and publicly opened in the Commissioners' Hearing Room, 1800 Continental Place, Mount Vernon, WA 98273 on Monday, May 12, 2025 at the hour of 12: 15 p. m., or as soon thereafter as possible. PROJECT DESCRIPTION: Barrel Springs and Dry Creek Restoration Project# WA402222 Skagit County is requesting bids for the replacement of three existing driveway culverts, two on Barrel Springs and one on Dry Creek in Skagit County. The work includes, but is not limited to: removal of three existing culverts, construction of a new channel beneath the proposed structures, installation of a new bridge and two new culverts; and other work, all in accordance with the Contract Plans, Contract Provisions, and the Standard Specifications. Time limit for the physical completion of work is a total of eighty (80) working days. The Engineer's estimage range is $985,000 - $1,100,000. Information, copies of maps, plans, specifications, and addenda for this project will be available on-line beginning Thursday, April 17, 2025 at http://www.skagitcounty.net/rfp or obtained at Skagit County Public Works Department, 1800 Continental Place, Mount Vernon, Washington; (360) 416-1400. Contractors who download plans and specifications are advised to e-mail meghanm@co.skagit.wa.us to be added to plan holders list to receive any addenda that may be issued. An optional, non-mandatory pre-bid meeting will be held Thursday, May 1, 2025 at 12:30 p.m. at the project site, 1124 Shaw Road, Bellingham, WA 98229. The opportunity to review large wood at the County's Duke's Hill pit will immediately follow. All technical questions regarding this project are to be submitted no later than 4:00 p.m., Tuesday, May 6, 2025 in writing to Emily Derenne, Project Manager, or by e-mail to emilyjd@co.skaqit.wa.us, with the subject line reading, "Barrel Springs and Dry Creek Restoration Project". All project specific questions and response to answers for this project will be available on-line as received. All Addenda will be posted on-line for this project by 5:00 p.m. Thursday, May 8, 2025. If further Addenda are required, the bid opening will be postponed. All bid envelopes must be plainly marked on the outside, "Sealed Bid for Barrel Springs and Dry Creek Restoration Project #WA402222". Sealed bids shall be received by one of the following delivery methods before Monday, May 12, 2025 at the hour of 12:15 p.m. Proposals are to be submitted on the forms provided in the Bid Proposal Packet. Incomplete proposals and proposals received after the time fixed for the opening cannot be considered. Oral, telephonic, telegraphic, electronic or faxed proposals will not be accepted. All bidding shall be based upon compliance with the Contract Provisions and Plans. 1. Hand delivered: Bids delivered in person shall be received only at the office of the SKAGIT COUNTY COMMISSIONERS, Reception Desk, 1800 Continental Place, Suite 100, Mount Vernon, WA 98273-5625. 2. Via mail: Bids shall be mailed to the SKAGIT COUNTY COMMISSIONERS, 1800 Continental Place, Suite 100, Mount Vernon, WA 98273-5625. BID GUARANTY: No bid will be considered unless accompanied by a surety company bid bond, or a certified or cashier's check payable to the order of Skagit County for a sum not less than five percent (5%) of the total amount of the bid. A Contract Bond covering performance and payment will be required with the contract. Washington State Prevailing Wage Rates apply to this contract and bidders are advised to consider this charge when tabulating bids.
