Skagit County Business Personal Property (BPP) Portal Help

BUSINESS PERSONAL PROPERTY PORTAL

The Skagit County BPP Portal will be available for use January 15th through October 15th, at which time the portal will be closed to allow for certification of values.

  • If you do not have a Personal Property account, please contact the Skagit County Assessor to provide information about your business to set up a new account.
  • If you have forgotten your password, it can be reset.
  • Email addresses cannot be changed on the BPP Portal directly. If you wish to change the email address associated with any existing account, please contact pp@co.skagit.wa.us with the new email address and the affected Account/Property ID number(s).
  • Skagit County cannot provide online access to third parties. Third parties acting on behalf of a taxpayer, such as tax preparers, must work with their client directly to obtain "Delegated" online access to their account(s).

 

Get Started

Request Access

After you have filed via paper and your account is established you will need to “request access” on the BPP Portal Homepage.  This access will allow you to create, and verify, your access through Okta Verify for future filings.

  • Enter your information and await approval.

  • After your email authorization is verified, please choose your future method of Verification:
  • Email verification
  • Okta Verify (Code sent via mobile app)
  • SMS Authentication (Single use code sent to mobile phone via SMS)
Log in:
  • Enter your user/password information and wait for Okta Code verification.
  • View Properties
  • Select the personal property parcel that you would like to update.
Online tasks include:
  • Update Address-Complete form request to Assessor.
  • Manage Access-Delegate access, or remove access, to third party agent or accountant.  Subject to Assessor approval and Okta verification.
  • Update paperless Setting-Submit request to Assessor to receive yearly listing online.
  • File Rendition-Complete your Tangible Personal Property Listing.
Account information:
  • Verify your data is correct and use the updates tabs on main page to correct.
  • Enter UBI number if it does not auto generate.  No dashes or spaces.
  • Enter Naics code which can be verified by using the business look up at Washington State Department of Revenue.
    • Choose the “click here” option under Excise tax and reseller permit status.

Supplies

Please update your supplies accordingly with your average on hand. Supplies cannot be zero. Supplies, as differentiated from inventory, are items used by a business which do not become an ingredient or component of an article being manufactured or provided for sale.

  • Fuel and Propane totals will auto calculate.
  • Small tools and spare parts will not be depreciated but rather the value added as reported.  To depreciate these items, you must include them in the Owned Assets portion of the listing.
  • All Supplies will be adjusted on your preprinted form removing the previous year cost.

Heavy Equipment Rental Exemption

If you need assistance in completing this form, please contact our office directly. 
Enter the equipment you are claiming for exemption either by choosing “add” to add more lines and/or by using our Table Input Template File.
This form will be sent separately to us to attach with your listing after you complete the qualification questionnaire.

Head of Family Exemption

This form will be sent separately to us to attach with your listing after you complete the qualification questionnaire.

Leased, Loanted, Borrowed, Rented Or Consigned Equipment

Equipment must be reported, Assessor will verify prior to assessment.
Enter the equipment either by choosing “add” to add more lines and/or by using our Table Input Template File.

Leasehold Improvements

Enter the equipment either by choosing “add” to add more lines and/or by using our Table Input Template File.
*Note: Some leasehold assessments may or may not be assessed on the personal property account.  Assessor to verify with Commercial Appraiser.

Owned Assests

Please update the following list of assets from our assessment rolls.  If you do not have assets previously listed and you had assets in the prior year, STOP.  Contact our office directly to verify the information was populated properly.   Leased Master accounts will not populate each year and can be entered anew. 

  • Disposals will be removed by checking the remove box to remove from the county list.  Assessor will verify.  Assets cannot be removed if they are still in use.  This includes fully depreciated items on the Federal Depreciation Schedule that are still in use. Please add all assets that have replaced the disposed assets.
  • Additions can be added either by choosing “add” to add more lines and/or by using our Table Input Template File. Add all items that were in your possession on January 1st, that are not shown on the county list.   This includes all items currently in use.

Statement and Submittal

Please complete the Statement with your contact information any additional comments for the Personal Property Specialist.

Save Draft

If you need additional time or had to stop in the middle, please check the appropriate box regarding completion prior to your submittal and a draft will be saved to finish later via emailed link.

Submit for approval

The Assessor’s office will review the submittal and either approve or reject the listing.  Your approved listing will be processed, and your assessment notice will be mailed to the address on file. 

Once you submit your listing as complete, you will not be able to Amend your filing online at this time.  Any Amendments will need to be submitted directly to the Assessor via paper copy. 

If your listing is rejected, you will not be able to resubmit online.  An email with instructions and a clean copy of your listing will be emailed to you for resubmittal via paper copy.
