Annual Financial Reports Presented below are the Annual Financial Reports of Skagit County. The financial statements are presented in conformity with generally accepted accounting principles (GAAP) and audited in accordance with generally accepted auditing standards by the Office of the Washington State Auditor. The annual reports are presented in compliance with the reporting model as required by the Governmental Accounting Standards Board (GASB) Statement 34. The reports include government-wide financial statements based on full accrual accounting with capital assets, infrastructure and long-term debt reporting. The fund financial statements are presented using the modified accrual method.
