Skagit County Commissioners send report to FEMA requesting technical re-evaluation of historic Skagit River Flood estimates

SKAGIT COUNTY – The Skagit County Board of Commissioners submitted a report to the Federal Emergency Management Agency (FEMA) titled “Re-evaluation of the Magnitude of Historic Floods of the Skagit River near Concrete” on Monday, November 17, 2008. In a cover letter addressed to Ryan Ike, Risk Analysis Branch Chief, the Commissioners asked FEMA for consideration in any technical re-evaluation of the historic flood estimates for the Skagit River at Concrete and unregulated flood quantiles.

The report was prepared by Northwest Hydraulic Consultants for Skagit County for the purpose of improving technical confidence in these estimates and resultant 100-year flood discharge estimate.

Following a meeting at FEMA offices on August 5, 2008, presentations were giving to FEMA, the US Army Corps of Engineers and USGS by the consultant for Skagit County and by a consultant for local cities that raised new questions about the historic flood estimates for the Skagit River at Concrete. Following the presentation, attendees were invited to prepare and submit packets to FEMA with new technical information, recommendations for revised discharge estimates for historic floods based on new information and recommendations for the revised flood frequency analysis based on the new information.

“As you know, Skagit County has worked cooperatively with FEMA, the US Army Corps of Engineers, USGS and many local jurisdictions for the past several years to improve confidence in the historic flood estimates and resultant flood frequency analysis. We trust you will find our submittal useful for this purpose,” state the Commissioners in a signed letter.
