The Drainage Utility Evaluates and provides solutions to many of Skagit County's diverse drainage concerns. The Drainage Utility addresses both small, localized drainage concerns, as well as regional problems. Stormwater Management Plan In February, 2007, Skagit County was issued a National Pollution Discharge Elimination System (NPDES) Phase II Stormwater Permit. This permit requires the County to take action to manage stormwater within the urbanized areas of the County. Flood Awareness If we fail to prepare, we are in trouble. Skagit County has a long history of flooding. In the past 100 years, the Skagit River has exceeded flood stage more than 28 times. In November of 1990 and 1995, rains from warm Pacific storms, coupled with high mountain snow pack turned the region into a federally declared disaster area. Landslide Awareness Landslides occur in all U.S. states and territories and can be caused by a variety of factors including earthquakes, storms, volcanic eruptions, fire, and human modification of land. Landslides can occur quickly, often with little notice. The best way to prepare is to stay informed about changes in and around your home that could signal that a landslide is likely to occur.
