Skagit County HOME Consortium

The Skagit County HOME Consortium is a collaboration between three counties—Island, Skagit, and Whatcom—and 17 cities and towns to bring federal HOME funds to our communities. Skagit County functions as the lead agency, working with nonprofit and housing development partners to fund HOME-eligible projects and activities to meet the growing need for affordable housing options.


2024 Annual Action Plan

Skagit County, as Lead Agency for the Skagit County HOME Consortium, is undertaking a review process prior to submission of our 2024 HOME Annual Action Plan and Amendments to Action Plans 2018, 2020, 2022, 2023 to the U.S. Department of Housing and Urban Development (HUD). The 2024 Annual Action plan outlines the goals and projects the HOME Consortium plans to in the upcoming year.

The Skagit County Board of Commissioners will hold a public hearing on Tuesday, April 23, at 11:45 am to review the proposed 2024 Annual Action Plan and other Amendments and to receive public comment. The public comment period for the 2024 Annual Action Plan closes at 4:30 p.m. on April 26, 2024.

 
2023 HOME Housing Development NOFA

Skagit County and the Skagit County HOME Consortium are pleased to make available approximately $1.9 million in HOME funding for the development of affordable housing in Skagit, Island, and Whatcom counties. HOME-ARP Funding Opportunities

The Skagit County HOME Consortium has received an allocation $3,591,066 of HOME Investment Partnership American Rescue Plan (HOME-ARP) funds from the U.S. Department of Housing and Urban Development. Opportunities for eligible projects and activities to apply for HOME-ARP funding are posted below.

HOME-ARP Rental Housing NOFAs

HOME-ARP funding has been made available for eligible rental housing projects in Skagit County and Island County, in the following approximate amounts: $1,541,906.81 (Skagit); $710,157.26 (Island). For details regarding project and applicant eligibility; HOME-ARP funding requirements; eligible project costs; and application timelines, please see the corresponding Notice of Funding Availability (NOFAs) below. Also provided below are all funding application materials as detailed in the NOFAs.

Skagit County, as Lead Agency for the Skagit County HOME Consortium, is required to complete a five-year Consolidated Plan; annual Action Plan; and to annually complete a Consolidated Annual Performance and Evaluation Report (CAPER).
