The Skagit County Sheriff is releasing the following information pursuant to RCW 4.24.550 and the Washington State Supreme Court decision in State v. Ward, which authorizes law enforcement agencies to inform the public of a sex or kidnap offenders presence when; in the discretion of the agency, the release of information will enhance public safety and protection. RAPE OF CHILD 3RD-SKAGIT CO VICTIM WAS 16 YR OLD KNOWN FEMALE. MORA WAS 21 AT THE TIME. FAIL TO REGISTER-5 CONVICTIONS ASSLT4 DV CONVICTION IN 2006
