Ward, which authorizes law enforcement agencies to inform the public of a sex or kidnap offenders presence when; in the discretion of the agency, the release of information will enhance public safety and protection. RAPE OF CHILD 1ST. CONVICTED IN 2003 IN SNOHOMISH COUNTY. VICTIMS WERE 3 MALES WHO WERE KNOWN TO HIM, AGES 6-8 AT THE TIME. THIS OCCURRED BETWEEN 1992-1996. STEWART WAS 39-43YOA.
